I looked in the MS Community Forums and people were having the same issue as you, and nobody was really getting an official answer from Microsoft. Apple has licensing terms for the music in Garageband on a support page, so I was hoping Microsoft would have the same, but they don’t appear to have that. Check for updates in Settings to see if there are any Windows 10 updates available, or on the support site for your video card.
Otherwise, it could be an issue with your video card, or drivers for your video card not being up to date. Maybe try converting the video to another format with something like.
